On the other hand, the radios DO register using the radio ID and the scope of valid ID numbers must be entered into the controller.

You'd need to program the radio with a valid radio ID. And, if there is a radio on the system, you'll create a conflict. Plus, when you turn the radio on it will key up to register meaning you're transmitting somewhere you shouldn't be.
